Zambia has signed an agreement with China’s Fujian Xiang Xin Corporation to build a crude oil refinery and energy complex in Ndola.

The project aims to improve Zambia’s fuel supply and support trade with nearby countries like Malawi, Zimbabwe, and the Democratic Republic of Congo.

The new facility will include a refinery, a power plant, LPG bottling, bitumen production, and lubricant blending.
Crude oil will be brought in from the Middle East through the Port of Dar es Salaam and moved via the existing pipeline to Ndola.

This setup will make better use of regional transport networks to support fuel access in Southern Africa.
Work on the site will begin once environmental and regulatory steps are completed.

The plan follows similar announcements in the region, including a proposed refinery in Mozambique.
It also comes after the shutdown of South Africa’s two refineries in Durban.

With these changes, Zambia and Mozambique are working to improve local fuel production and reduce reliance on imports.

Zambia has mostly imported fuel in recent years due to the outdated condition of its former Indeni refinery, also in Ndola.
