Senegal has signed a memorandum of understanding with Italian energy company Eni to assess the oil and gas potential of five offshore blocks, as the country seeks to revive exploration and attract new investment into its upstream sector.

Energy and Petroleum Minister El Hadji Abdourahmane Diouf said Eni will conduct preliminary technical, geological, and geophysical studies on blocks SN01M, SN02M, SN03M, SN07M, and SN40M. Eni will finance the studies, which will include analysis of available 2D and 3D seismic data and existing well data. 

The agreement also provides for technical exchanges, specialized workshops, and knowledge transfer, with Senegal’s national oil company, PETROSEN, serving as a technical partner. However, the MoU does not grant Eni exploration or production rights, and any future petroleum contract will remain subject to Senegal’s regulatory approval process.

The agreement was signed on the sidelines of Gastech 2026 in Bangkok and forms part of Senegal’s wider effort to promote its sedimentary basin and attract new upstream investment. The government has also announced plans to make 109 of the country’s 113 oil and gas blocks available to investors.
