Ghana’s Ministry of Energy and Green Transition has officially declared the Eban-Akoma oil and gas discoveries commercially viable, advancing development plans for the Cape Three Points Block 4 (CTP-B4).
On July 3, 2025, the joint venture partners submitted the Declaration of Commerciality (DoC) after concluding an appraisal program that confirmed the commercial value of hydrocarbon reserves at the Eban-1X oil well and Akoma-1X gas and condensate well.
The joint venture includes Eni Ghana Exploration & Production Ltd, Vitol Upstream Tano Ltd, Woodfields Upstream Ghana Ltd, and GNPC’s subsidiary Explorco, working in close partnership with the Ghana National Petroleum Corporation (GNPC).
Energy and Green Transition Minister John Abdulai Jinapor praised the development as a major advancement for Ghana’s oil and gas industry, reaffirming the government’s goal to develop the country’s hydrocarbon resources responsibly.
He emphasized that the Eban-Akoma discoveries could significantly contribute to economic growth, energy security, and Ghana’s broader industrialization goals. The Minister also commended the joint venture and GNPC for their commitment to this national priority.
With the commerciality confirmed, the joint venture will now prepare a detailed Plan of Development (PoD) focused on maximizing resource recovery and value creation. The plan will also promote local participation in line with Ghana’s local content policies.
The Ministry, along with the Petroleum Commission and GNPC, will oversee the development process to ensure regulatory compliance and alignment with national goals. Additional technical and commercial studies will help shape a framework that benefits all stakeholders.
The Ministry reiterated its commitment to fostering a transparent and resilient energy sector that attracts investment and delivers long-term benefits to Ghanaians.
