Angola’s Minister of Mineral Resources, Petroleum and Gas, Diamantino Azevedo, confirmed that the country will launch its next licensing round in Q4 2025, making new acreage in the Kwanza and Benguela basins available.

This round will serve as the closing chapter of Angola’s multi-year licensing plan, which began in 2019 with a vision to award 50 concessions.

By targeting proven hydrocarbon regions, the initiative aims to stimulate exploration and counter Angola’s production decline.

Azevedo emphasized that Angola intends to reach one million bpd next year. He explained that while the nation has active developments, its mature fields demand new discoveries both offshore and onshore. The final licensing round of the current strategy will therefore roll out at the end of 2025.

The licensing launch aligns with Angola’s broader effort to attract fresh capital into both established and emerging basins.

Alongside this plan, the permanent offer regime and marginal field opportunities provide investors with access to smaller or undeveloped assets.

The minister highlighted Angola’s legislative tools for marginal fields and flexible mechanisms for investors to secure blocks in inland basins.

Reforms have already drawn new entrants and strengthened commitments from existing operators.

Azevedo recalled that private sector input shaped recent legislative updates, reflecting Angola’s aim to build mutually beneficial frameworks.

He added that reform efforts remain ongoing, with the government focused on refining laws, implementation, and regulatory processes.

Beyond foreign partnerships, Angola prioritizes local involvement in the petroleum industry.

The minister stressed the importance of positioning Angolan entrepreneurs at the core of sector growth.

He concluded by affirming that upcoming policies will encourage stronger participation from local companies in driving national economic progress.
